Location from Pokémon HeartGold & SoulSilver by Game Freak / Nintendo
The Pokémon League facility shared between Johto and Kanto — where the Elite Four wait in their chambers and Champion Lance sits at the end, and where every trainer in the region is ultimately headed.
The Indigo Plateau is the destination. Eight badges, Victory Road, and then the League itself — four Elite Four battles in sequence with no healing between, then Lance. The chambers are theatrical: Will's with its Psychic-type atmosphere, Koga's filled with the sense of something about to go wrong, Bruno's stripped down to stone and effort, Karen's dark and composed. Lance's room is the most ornate. He dressed for the occasion. In HGSS, the player can challenge the League as many times as they want after the first victory. Lance's team levels up in rematches. The Elite Four will train between challenges. The building doesn't quite empty even after the credits.
A formal building complex perched at the top of Victory Road, accessible only after the player has cleared the Johto path. The interior has a specific solemnity: high ceilings, separate chambers for each Elite Four member, the Champion's room at the far end. There are fewer people here than anywhere else in the game.
