The Silver Wing functions as the SoulSilver parallel to the Rainbow Wing: the credential that tells Lugia you're worth answering. Where the Rainbow Wing is warmth and color, the Silver Wing is cool and silver-grey — a physical reflection of the Pokémon it summons. In HGSS, it's found at the Radio Tower after the takeover is resolved — a citizen hands it to you as thanks. It's a quiet origin for something this significant. With the Tidal Bell at Whirl Islands and the Kimono Girls' ceremony, the Silver Wing completes the ritual that brings Lugia up from its chosen depth. The summoning is the game acknowledging that Lugia wouldn't surface otherwise — it retreated to a place where it couldn't cause damage. The Wing is how you tell it that this situation is different.
A single large silver-white feather with pale blue undertones, cool to the touch, with the faint texture of something that came from something very large. Lighter than a feather this size should be.
