The Rainbow Wing is how you prove yourself to Ho-Oh. The acquisition method varies by game — in HeartGold you receive it from the director of Goldenrod Radio Tower after you've helped clear the building; in SoulSilver it requires additional steps. Either way, it's the physical credential that means the Bell Tower will open. The item's mythology is baked into the whole region: the Morty-Eusine axis of Ho-Oh devotion, the Kimono Girls' ceremony, the Bell Tower maintained for 150 years on the assumption that Ho-Oh might return and would need somewhere to land. The Rainbow Wing is the punchline of all that waiting: here is the thing that means the waiting was right. You use it at the Bell Tower summit with the Kimono Girls performing around you. Ho-Oh descends. The item disappears. This is all it was for.
A single large feather in the colors of a rainbow, carrying the iridescent quality of light caught through water. It feels lighter than it should. When held near the Bell Tower, the tower's bell resonates without being struck.
