The most overtly cruel of Team Rocket's four Johto executives — the one assigned to Slowpoke Well, who drove away the Slowpoke and called it a job well done. Wears his nastiness like a credential.
Proton is introduced guarding Slowpoke Well in Azalea Town, where Team Rocket has been forcing Slowpoke out so they can harvest their tails. He's not conflicted about this. He's the executive who got the assignment because he's good at the kind of work that requires not thinking too much about the Slowpoke. He describes himself as the scariest executive, which is a strange thing to self-report. He means it: the other executives have professional distance from the cruelty. Proton has less distance. He appears again at the Radio Tower, and the dynamic doesn't improve. His willingness to say out loud what the others imply is either honesty or damage. In Team Rocket, it reads as a credential.
Short green hair, pale sharp features, eyes that carry something colder than professionalism. Smaller than the other executives but uses that to his advantage — he doesn't look dangerous until you're already dealing with him.
