The Team Rocket Executive with a talent for disguise — he impersonates both the Director of the Radio Tower and Giovanni himself, which turns out to be less effective than he hoped when an actual trainer shows up.
Petrel handles intelligence for Team Rocket, and his approach is impersonation: take a uniform, take a demeanor, become whoever the situation needs. He disguises himself as the Goldenrod Radio Tower Director to deceive the player about the situation. Later, he disguises himself as Giovanni — the most audacious gambit in the operation. It doesn't work. When the player confronts him, the disguise falls apart quickly. He doesn't have Giovanni's weight, the gravity that makes people step back. He has the costume. This is either a character flaw or evidence of how much Team Rocket's entire Johto operation is built on pretending Giovanni is still present — and the pretense can only hold so long before someone pushes on it.
Dark blue hair, pale features, the kind of face that is easy to overlook until you realize he was supposed to be someone else entirely. His Team Rocket uniform is properly worn but there's always something slightly off about him — the posture of someone playing a character he hasn't fully inhabited.
