The diving guardian — a vast silver-white Pokémon of impossible power who retreated to the bottom of the Whirl Islands because its own wings can level a house on accident. It hides out of care, not fear.
Lugia's problem is its power. A single wing flutter from Lugia can blow apart ordinary houses. A full wing flap could theoretically generate a storm that lasts forty days. This isn't cruelty — it's the physics of what Lugia is. It retreated to the deepest part of the Whirl Islands specifically so that it wouldn't hurt anything by existing. It originally lived in the Brass Tower alongside Ho-Oh. When the tower burned 150 years ago, Lugia left too — but down rather than up. It went into the sea and stayed there. In HGSS, it's the mascot of SoulSilver. Players summon it using the Silver Wing, with the Kimono Girls again serving as the ceremonial catalyst. The approach is through the Whirl Islands — a treacherous archipelago off Olivine City that requires Surf and navigation that feels like intrusion. You're going somewhere Lugia chose specifically so you wouldn't come. The fact that it lets itself be caught is either the game's compromise with its own fiction or evidence that Lugia recognized what it was seeing.
A large Psychic/Flying Pokémon built like a dragon, a plesiosaur, and a seabird combined into something that shouldn't be able to move as gracefully as it does. Primarily silver-white with pale blue undersides. Ridged dark plates run down its spine, which it can fold close to increase speed. Its eyes are narrow and intelligent. In the water, it barely displaces a wave.
