Koga spent years as Fuchsia City's Gym Leader before being promoted to the Elite Four. His daughter Janine took over the gym. This says something about both of them: Koga trained hard enough to graduate to the highest level, and Janine is good enough that he trusted her with his position. His style is psychological warfare: confuse, poison, sleep. He doesn't want to beat you quickly — he wants you to lose slowly, to feel the pressure accumulate. He makes his own potions and applies poison strategies with the precision of a chemist who also happens to practice ninjutsu. He's honest about what he likes: 'the despair and horror that Poison-types can inflict on others.' This is either deeply unpleasant or deeply admirable depending on whether you're facing him. His Crobat is the signature — fast, toxic, and able to use both.
Lean and angular with the posture of a trained martial artist — he holds himself lightly, ready. Dark hair cut short, sharp eyes that calculate distances. His gym clothes lean toward dark ninja aesthetics. He moves quietly. He makes his own medicines.
