Falkner is the first Gym Leader the player faces, which means he's the easiest — but that's not how he thinks about himself. He aspires to be the greatest bird Pokémon trainer in history, following in his father's footsteps. His Gym is at the top of Violet City, up above the rooftops, and his attitude matches the altitude: slightly removed, carefully composed. The rivalry with Janine of Fuchsia City is a revealing detail — both inherited their gyms from their parents, both are competing with a famous shadow. Falkner's version of that pressure is to be correct, controlled, and consistently better than expected. His Pokémon are notably underleveled for a Gym Leader — the first gym always is — but the self-righteous certainty that his strategies are superior is not underleveled at all. He believes in aerial advantage with the conviction of someone who grew up hearing about it.
