The Blessed User of Dragon Pokémon — the world's best Dragon master (her claim), Lance's cousin, and the only Gym Leader who refuses to hand over her badge until you've proven yourself worthy in Dragon's Den. She's difficult and correct about it.
Clair's gym is the last one before the Pokémon League, and she behaves accordingly. She's from one of Johto's oldest Dragon-trainer lineages — the same line as Champion Lance — and her only recorded loss is to her cousin, which burns her. She's aware of it. Everyone is aware of it. After you defeat her, she doesn't hand over the Rising Badge. She sends you into Dragon's Den to prove yourself to the elders at the shrine. Other gym leaders give badges when beaten. Clair's position is that beating her isn't sufficient — you have to be the kind of trainer the dragons would respect. It reads as sore loser behavior, but she's also not entirely wrong. Her Kingdra is the danger — it's a Dragon/Water type that eliminates the usual Dragon weakness exploit. Her composure in battle is impeccable. She's at her best under pressure and she knows it.
Tall and striking with long cobalt-blue hair that falls past her waist and sharp, confident eyes. Wears a sleek black bodysuit with dramatic blue accents — the aesthetic of someone who dresses for the title they intend to hold. She moves with the certainty of someone who has never not been the best trainer in the room (with one exception).
