Team Rocket's interim commander while Giovanni is absent — a man of total loyalty to a boss who has abandoned him, coordinating the Radio Tower takeover from the belief that if they broadcast loud enough, Giovanni will hear and return.
Archer is acting commander of Team Rocket in Giovanni's absence, and that conditional status is visible in everything he does. He doesn't lead Team Rocket — he holds it together while waiting for someone else to lead it. His entire plan in Johto is a broadcast: take over the Goldenrod Radio Tower and transmit a message that might reach Giovanni wherever he's gone. He's not delusional about this. He knows Giovanni may not come back. He does it anyway, because Team Rocket without Giovanni is an organization without a center, and Archer has spent years being the center's deputy rather than the center. After the Radio Tower is retaken and his scheme fails, he and the other executives vow to disband the organization. This is notable: he was loyal enough to stage an international broadcast to summon his absent boss, and organized enough to formally disband when it failed. The loyalty runs all the way to the end.
Tall and angular with dark hair cut sharply, a pale face and cold eyes that project authority rather than warmth. Team Rocket black uniform, precise in a way that reads as compensating for the uncertainty of the job. He looks like the kind of person who gives orders without raising his voice.
