In the event storyline, Team Plasma discovers Victini's location and attempts to capture it — because a Pokémon that guarantees victory is the ultimate political tool. The island's name is pointed: liberty. Victini is 'free' in the sense that it's been imprisoned to prevent exploitation. The irony mirrors the game's larger themes about what liberation actually means.
