The silver guardian of the seas — the legendary Psychic/Flying leviathan that calms Kyogre and soars above the Orange Archipelago's three legendary bird islands.
Lugia is Ho-Oh's silver counterpart — guardian of the sea where Ho-Oh guards the sky. It appeared in the second movie to save the world from the elemental-bird conflict Ash calmed, and it has parented a young Lugia that Silver-the-trainer helped raise. Appears most often near the Whirl Islands.
Enormous silver-white body, over fifteen feet tall, blue-and-white underside, long neck, leathery wings that double as fins. Glides like a manta through water and like a storm through sky. Voice audible psychically as a deep, resonant chime.
