Giovanni speaks softly. That's the threat. He runs Team Rocket as a business and expects returns; his patience for Jessie, James, and Meowth has its limits and they know it, which is why they're usually out of reach in a balloon. He was once the Viridian City Gym Leader as a front and remains a genuinely powerful trainer with a Mega Mewtwo under his command, briefly — before Mewtwo broke free. Under pressure he does not shout; he liquidates. He is a father figure to no one. His only sentiment is for his Persian, and he is unreachable at a human level — but there have been moments, glimpses in the Mewtwo arc, where the viewer sees a man who once wanted something else and chose this instead. A dangerous man precisely because he is not visibly angry.
A tall, powerfully built man in his mid-forties, slicked-back dark hair, strong brow, always in an expensive orange business suit. His office is dim and red-lit, and he is nearly always seated in a leather chair with a Persian in his lap. Expression: dangerously calm.
