The Dragon Lord of the ozone layer — the only Pokémon capable of stopping Groudon and Kyogre's battle, it was controlled by Norman at the cost of his life and later rode into space by Ruby and Sapphire.
Rayquaza is the arbiter of Hoenn's primordial balance — the one force that can quell the conflict between Groudon and Kyogre. It hibernates in the ozone layer, revered by the Draconid people as the 'Dragon Lord.' Unlike Groudon and Kyogre, Rayquaza cannot be controlled by an orb — the Pokémon Association's attempt to create a Green Orb failed when Rayquaza escaped. In the RS arc, Norman awakened Rayquaza at Sky Pillar and rode it to Sootopolis City to stop the catastrophic battle between the ancient Pokémon. The strain of controlling Rayquaza killed Norman — one of the manga's most devastating deaths. Ruby accidentally freed Rayquaza as a child, an incident Norman spent five years covering up. In the ORAS arc, Ruby and Sapphire rode Rayquaza into space to destroy an incoming meteoroid, with Rayquaza achieving Mega Evolution for the first time.
