Ruby's father and Petalburg City's Normal-type Gym Leader — a stern man whose obsession with strength drove his son away, and whose ultimate sacrifice controlling Rayquaza to save Hoenn cost him his life.
Norman is the emotional anchor of the RS arc — a father whose rigid values collide catastrophically with his son Ruby's artistic soul. He despises Ruby's interest in Contests, pushing him toward battling, unaware that Ruby's Contest obsession masks genuine trauma from a childhood battle incident. Norman spent five years searching for Rayquaza after taking blame for Ruby's accidental role in freeing the legendary Pokémon from captivity. His defining moment is his sacrifice: when Groudon and Kyogre threatened to destroy Hoenn, Norman rode Rayquaza to Sootopolis City and used its power to force both ancient Pokémon back to sleep. The strain of controlling Rayquaza for too long proved fatal — he collapsed and died in Ruby's arms, finally revealing the truth about Ruby's suppressed battle memories. He was later revived through Celebi's time-travel abilities. His Slaking and Vigoroth fight with the same controlled intensity he demands of himself.
