Vermilion City's Electric-type Gym Leader and former Team Rocket executive — a military man who switched sides, bringing his tactical ruthlessness to the fight against the Elite Four.

Lt. Surge is a military veteran whose combat experience makes him one of the most dangerous Gym Leaders in direct confrontation. In the RGB arc, he served as one of Team Rocket's three executive Gym Leaders alongside Koga and Sabrina, using his Electric-type Pokémon and military tactics for Giovanni's organization. After Team Rocket's fall, he reformed and joined the united Gym Leaders against the Elite Four on Cerise Island, where he partnered with Bill against Bruno. His transition from villain to ally is one of the manga's more compelling redemption arcs.

Appearance

Tall, muscular, blond with a severe military haircut. Wears a green military jacket and dog tags. Scarred. Intimidating physical presence — towers over most other characters.
