The Sea Basin Pokémon — an ancient leviathan that expands oceans through torrential storms and rising seas, awakened by Team Aqua's Blue Orb to catastrophic effect.
Kyogre is Groudon's eternal opposite — a Water-type leviathan capable of flooding continents through endless rain and tidal surges. Awakened by Archie using the Blue Orb at the Seafloor Cavern, Kyogre's emergence triggered catastrophic flooding across Hoenn: tsunamis, monsoons, and rising seas that threatened to drown the entire region. Its simultaneous awakening with Groudon created a dual extinction event at Sootopolis City. Only Rayquaza's intervention, commanded by Norman at the cost of his life, could force both ancient Pokémon back to sleep.
Massive, whale-like Pokémon with blue skin and red markings. Surrounded by perpetual rain and crashing waves. Its presence causes sea levels to rise and storms to form spontaneously.
