Koga is a ninja in the truest sense — deception, poison, and misdirection are his weapons as much as his Pokémon. In the RGB arc, he served as a Team Rocket executive alongside Lt. Surge and Sabrina, using his poison expertise and ninja techniques for Giovanni's operations. His signature move: his Arbok can regenerate from being cut in half, depending on the pattern on its belly. After leaving Team Rocket, Koga was promoted to the Elite Four in later arcs, passing his Gym to his daughter Janine. His arc from villain to legitimate authority is one of the manga's longest character trajectories.

Appearance

Dark hair, sharp features, ninja garb in black and purple. Moves with unnatural silence. His scarf and outfit shift between traditional ninja wear and more modern Gym Leader attire across arcs.
