Inventor of the Pokémon Storage System and a recurring technical genius — accident-prone but brilliant, he provides crucial logistical support to the Pokédex holders across multiple arcs.
Bill is the manga's tech support — the guy who builds the infrastructure that lets trainers function. He created the Pokémon Storage System, maintains the PC network, and provides real-time tactical information during crises. His introduction involved accidentally fusing himself with a Rattata in his transfer machine (Red rescued him). Despite appearing weak and bumbling, he can hold his own in battle when necessary. He partnered with Lt. Surge against Bruno during the Yellow arc and traveled to the Sevii Islands in the FRLG arc to help his friend Celio.
Young man with brown hair, casual clothes. Often seen at a computer terminal or tangled in his own inventions. Speaks with a distinct accent (Southern in English translations).
