Cerulean City is Misty's territory and a key location in the arc's environmental themes. The industrial wasteland north of the city is one of the places Lance cites as proof that humans are destroying Pokémon habitats. After Yellow defeats Lance and the Badge Amplifier's energy converts from destruction to restoration, this wasteland blooms — the most visible symbol that the arc's resolution doesn't just stop the apocalypse, it heals the damage that motivated it. Bill's home on Route 25 is also nearby, connecting another ally to this area.
