The Badge Energy Amplifier is Team Rocket technology scaled to extinction-level proportions. Team Rocket's original design used Gym Badge energy to power superweapons. Lance took the concept and rebuilt it as Cerise Island's architecture — a volcanic island reshaped into a weapon capable of summoning a Legendary Pokémon. The amplifier needs all eight Kanto Gym Badges to function. Seven were already in place when the arc reaches its climax. Giovanni's Earth Badge is the last piece, and Lance lures Giovanni to the island specifically to take it. Once all eight are positioned, the amplifier summons Lugia and forces it to channel destructive energy. When Yellow's Megavolt disrupts Lance's control, the amplifier doesn't shut down — it converts. The energy that was meant to destroy humanity instead flows into Kanto's soil, restoring damaged ecosystems and healing polluted land. The weapon becomes medicine.
Not a handheld device — the entire island IS the amplifier. Eight Gym Badges mounted on rock spires ring the island's perimeter, with the Earth Badge positioned over the central volcano. When activated, energy arcs between the badges in visible lightning, the volcano churns, and Lugia appears above.
