Leader of the Elite Four and the arc's central antagonist — a Dragon-type master who believes the only way to save Pokémon is to destroy humanity, and has built a weapon on Cerise Island to do it.
Lance is the most dangerous kind of villain: one who's right about the problem and catastrophically wrong about the solution. He's seen Pokémon die from human pollution, watched habitats destroyed by industry, and felt the suffering of wild Pokémon through his own Viridian Forest–born abilities. He shares Yellow's gift — the same psychic connection to Pokémon, the same origin in Viridian — but where Yellow's response to suffering is to heal, Lance's response is to eliminate the source. His plan is architecturally brilliant. Cerise Island is a gigantic Badge Energy Amplifier — the same technology Team Rocket used, scaled to apocalyptic proportions. Eight Gym Badges positioned around rock spires, the Earth Badge over the volcano's center. When all eight are in place, the amplifier summons and controls Lugia, turning the Legendary's power into a weapon capable of wiping out humanity. Lance needs Giovanni's Earth Badge as the final piece, and he lures Giovanni to the island to take it. He's not cruel for the sake of cruelty. He would spare trainers he considers kind to Pokémon. But his definition of 'kind' is so narrow that it excludes nearly everyone. When Yellow defeats him, channeling Megavolt through Pika, the Badge Amplifier's energy converts from destruction to restoration — spreading life across Kanto instead of death. Lance sees a flashback of his childhood trauma before falling. After his defeat, Lance begins to reconsider. In later arcs, he fights to protect both humans and Pokémon. But in this arc, he is the apocalypse with a cape.
Tall, commanding, with spiked red hair and a dramatic cape. Wears dark armor-like clothing. His presence fills a room. Moves with the absolute certainty of someone who has calculated the moral math and decided that genocide is the answer.
