Giovanni is the arc's wildcard. The former Viridian Gym Leader and Team Rocket boss should be a villain, and he is — but the Elite Four's plan to exterminate humanity is bad for business, bad for Team Rocket, and bad for Giovanni personally. Enemy of my enemy logic applies. Lance needs Giovanni's Earth Badge as the final component for the Badge Energy Amplifier. He lures Giovanni to Cerise Island, where the badge is ripped from him automatically. But Giovanni doesn't go quietly — and before the final battle, he locates Red's frozen body on Mt. Moon and frees him, giving the heroes their champion back at the critical moment. After Lance's defeat, Giovanni watches from the shadows as Yellow's Megavolt converts destruction into restoration. He orders his lieutenants to resume Gym duties and effectively disbands Team Rocket — temporarily. Giovanni recognizes strength when he sees it, and what Yellow just did is the most impressive display of power he's ever witnessed. His motivations are entirely selfish, but the result is heroic.
