Bill's value isn't combat power — it's infrastructure. He invented the Pokémon Storage System, and his technical knowledge makes him useful in ways that raw battle strength can't match. He provides intelligence, logistics, and the kind of problem-solving that comes from someone who thinks in systems rather than attacks. On Cerise Island, Bill is paired with Lt. Surge against Bruno. His Vulpix and Exeggcute aren't championship-level fighters, but combined with Lt. Surge's military precision and Electrode's explosive power, they manage to hold their ground against the Fighting-type master. It's an uphill fight — Bruno is the strongest physical combatant on the island — but Bill's willingness to stand and fight despite being outclassed earns his place in the assault.
