A research facility on Route 119 where Norman finally confronted Ruby — and where father and son fought their war of expectations in the rain.
The Weather Institute is primarily significant as the location where Norman catches up to Ruby and they have their climactic confrontation. Father and son battle in the rain — Norman demanding Ruby return to battle training, Ruby refusing with everything he has. The fight ends when Ruby uses the Running Shoes Norman gave him to save both their lives, proving that Norman's gift (and by extension, Norman's love) was never about control. Winona intervenes to stop the confrontation and remind Norman of his Gym Leader duties. The institute also plays a minor role in tracking the catastrophic weather patterns caused by Groudon and Kyogre's awakening.

During the Norman-Ruby confrontation, rain hammered the building and the surrounding route. The institute's instruments went haywire from the emotional and physical intensity of the battle happening at its doorstep.
