Mossdeep City is Hoenn's easternmost major settlement, built on an island. It houses Tate and Liza's Psychic-type Gym and the Mossdeep Space Center. Steven Stone uses Mossdeep as a base of operations for coordinating the response to the Groudon/Kyogre crisis. Sapphire earns the Mind Badge by defeating Tate and Liza here. The city's isolation and scientific focus make it a natural command center for the crisis — far enough from the epicenter to plan, close enough to act.
