Fortree City is Winona's Gym city — a settlement built entirely in the trees, which suits a Flying-type specialist perfectly. More importantly, Fortree is where Flannery called the meeting of all Hoenn Gym Leaders to discuss the Team Aqua/Team Magma crisis. The Gym Leader summit at Fortree is a turning point — the moment when the region's protectors realize they're facing something bigger than criminal teams. The debate over whether Team Aqua or Team Magma is 'the real threat' splits the leaders, and the answer (both are wrong, and neither can be controlled) doesn't arrive until it's almost too late.
