Maxie trusted him enough to assign him the Blue Orb — the plan was for Tabitha to control Kyogre while Maxie controlled Groudon with the Red Orb. This plan failed catastrophically when both Orbs proved impossible to wield as instruments. Tabitha's role in the crisis shifts from operative to casualty as the ancient powers overwhelm human ambition.
