The S.S. Anne is where Red first encounters Team Rocket's organized operations rather than individual grunts. Lt. Surge uses the ship's regular voyages as cover for transporting kidnapped Pokémon — the human passengers above have no idea what's being shipped below their feet. Red's infiltration of the S.S. Anne leads to his first battle with Lt. Surge, during which Surge's Electabuzz nearly kills Red by knocking him overboard. Poli's evolution from Poliwhirl to Poliwrath during the rescue is one of the arc's most dramatic moments — an evolution triggered not by battle strategy but by the desperate need to save Red's life. The ship represents the arc's theme of hidden corruption: a beautiful surface hiding something ugly underneath.
