An abandoned electrical facility east of Cerulean City where Lt. Surge captured Zapdos for Team Rocket.
The Power Plant is where Lt. Surge captured Zapdos under Giovanni's orders. The abandoned facility's residual electrical output attracted the legendary bird, and Surge used military tactics and his Electric-type team to subdue it. The captured Zapdos was then used to power Surge's weapons at Silph Co. The location represents Team Rocket's approach to legendary Pokémon: find them where they gather naturally, then take them by force. No reverence, no partnership — just extraction and weaponization.
