Fuchsia City is Koga's domain, and it shows. The city has the feel of a place where you're being watched at all times — which, given Koga's Golbat surveillance network, you probably are. The gym is less a battle arena and more a death trap disguised as one, filled with hidden walls, poison gas vents, and ninja tricks. The Safari Zone provides a lighter counterpoint — a preserve where trainers can catch Pokémon using specialized Safari Balls without battling. But even this seemingly benign location connects to the arc's themes of control and capture.

A city that seems to blend into its natural surroundings, with traditional Japanese architectural elements reflecting Koga's ninja heritage. The gym is designed as a series of traps and illusions. The nearby Safari Zone offers a different kind of Pokémon encounter — catch without battling.
