Cerulean City is a crossroads in the arc. Red battles Misty at the gym (losing first, then training and winning), meets Bill at the Sea Cottage after the Rattata accident, and later returns to confront the 'Monster of Cerulean City' — Mewtwo — in the caves outside town. The city's dual nature mirrors the arc's themes: on the surface, it's a pleasant waterside town with a gym and a research cottage. Underneath, it's the place where Team Rocket's greatest creation went berserk and where the consequences of playing god literally rampaged through the streets.
A city built along waterways and bridges, with the Cerulean Gym specializing in Water-type battles. Bill's Sea Cottage sits on Cerulean Cape to the north. The city bears scars from Mewtwo's rampage — structural damage, fearful residents, and the looming presence of Cerulean Cave in the hills nearby.
