Team Rocket in Pokémon Adventures is not the bumbling trio from the anime. This is an organized crime syndicate that has corrupted three of Kanto's eight gym leaders (Lt. Surge, Koga, Sabrina), created an artificial god (Mewtwo), fused three legendary birds into a weapon of mass destruction (Thu-Fi-Zer), and maintained a network of operations spanning the entire region. Giovanni leads from the shadows, using his Viridian Gym Leader identity as cover. His three gym leader lieutenants each control a sector of operations: Surge handles logistics and military hardware, Koga handles covert operations and assassination, and Sabrina handles psychic surveillance and the Saffron City stronghold. The Elite Trio (Ken, Al, Harry) serve as sub-leaders, executing the lieutenants' orders and managing ground-level operations. Below them are countless grunts who handle everything from Pokémon trafficking on the S.S. Anne to fossil theft at the Pewter Museum. Team Rocket's defeat at Saffron City — when Red, Blue, and Green destroy Thu-Fi-Zer and Giovanni's network is exposed — doesn't actually destroy the organization. It scatters them, and the remnants will resurface in later arcs. Evil this organized doesn't die; it reorganizes.
Grunts wear black uniforms with a prominent red 'R' on the chest. Higher-ranking members dress in more distinctive attire befitting their roles. The organization's presence is felt through controlled territories, hidden bases, and the corruption of public institutions.
