Silver barely appears in the RGB arc, but his shadow falls across Green's entire story. He and Green were both kidnapped by Ho-Oh and raised by the Masked Man as child soldiers. They escaped together, and that shared trauma forged a bond deeper than friendship — they are the only two people who understand what the other survived. Silver is Giovanni's son, though neither father nor son knows this during the RGB arc. This dramatic irony — the crime lord's child raised by a different villain, the boy who hates Team Rocket being blood-related to its leader — becomes central to later arcs. In the RGB timeframe, Silver operates independently, occasionally lending Green his Horsea for operations.
