The Vermilion City Gym Leader and Team Rocket lieutenant — a former military officer who traded honor for power, wielding electric Pokémon and military hardware in Giovanni's name.
Lt. Surge is the first of Team Rocket's gym leader operatives that Red encounters, and he's terrifyingly competent. He uses the S.S. Anne in Vermilion harbor as a front for transporting captured Pokémon, and when Red discovers the operation, Surge tries to kill him — not capture, not threaten, kill. His military background makes him the most tactically dangerous of Giovanni's three lieutenants. He fights with modified military hardware — an Electrode bazooka, a Magneton shield — powered by the Zapdos he captured at the abandoned Power Plant under Giovanni's orders. At Silph Co., he combines these weapons with his electric Pokémon in coordinated assaults that nearly overwhelm the Pokédex holders. Surge's motivation is pragmatic rather than ideological. He explains that being a Gym Leader offered prestige but no real power. Team Rocket gave him purpose and resources. He's not evil for the sake of evil — he's a soldier who chose the wrong army because it paid better.
