The Cinnabar Island Gym Leader and former Team Rocket scientist — the man who created Mewtwo using his own cells, and now lives with that decision burning through his body.
Blaine is the arc's most tragic figure. He was a brilliant scientist recruited by Team Rocket to lead the Mewtwo Project — an attempt to clone and enhance Mew's DNA into the ultimate Pokémon. When the genetic material from Mew proved insufficient, Blaine used his own cells to complete the process. The creation succeeded. The consequences did not. Mewtwo escaped, and a few of its cells embedded in Blaine's arm, creating a symbiotic link between creator and creation. Blaine can sense Mewtwo's location and emotions, but Mewtwo's cells are slowly consuming his body. He is dying because of what he built, and he knows it. Guilt drove Blaine to defect from Team Rocket. He recognized that Mewtwo's violence stemmed from being exposed only to human cruelty — the creature was a reflection of its creators, not inherently evil. When Red arrives on Cinnabar Island, Blaine assists him against Team Rocket grunts and Moltres, then reveals the truth about Mewtwo and helps Red capture it with a Master Ball. Blaine is never formally battled as a gym leader in the RGB arc — he's an ally from the start, united with Red by shared enemies and the ticking clock in his arm.
A bald older man with a distinctive white mustache (reportedly artificial — the original was burned off during training), dark sunglasses, and a lab coat over casual clothes. His right arm is often concealed; the cells from Mewtwo's creation are slowly overtaking his body, causing visible deterioration that he hides from most people.
