Bill graduated from college at an abnormally young age and immediately set about building the Pokémon Storage System — the technology that allows trainers to store and transfer Pokémon across vast distances. He's brilliant, eccentric, and the kind of person who fixes a teleporter while his shirt is caught in the door and accidentally swaps himself with a Rattata. Red finds Bill in his Rattata form on Route 25 and rescues him from a wild Fearow before helping restore him to human form using the transporter. In gratitude, Bill gives Red access to his storage system and later helps him locate the genetically modified Eevee — connecting Red to Erika's plotline. Bill appears again at the Indigo Plateau tournament as a commentator, providing technical analysis of the battles. He functions as the arc's tech support — the guy who builds the infrastructure that makes the Pokédex holders' journeys possible.

Wears casual clothes — nothing about him suggests genius until you see his laboratory on Cerulean Cape, which is packed with cutting-edge teleportation and storage technology. After his accident, he spent time as a Rattata — small, brown, and panicking.
