An Elite Four psychic who went to the Masked Man willingly out of boredom — one of the kidnapped children who chose captivity over mundanity.
Will is unique among the Masked Man's kidnapped children: he went willingly. While Green and Silver were taken by force, Will chose the Masked Man out of boredom with ordinary life. He and Karen serve as the Masked Man's agents at the Ilex Forest Shrine, guarding the area and attacking Green when she arrives to stop the plan. Will and Karen exploit Green's fear of bird Pokémon by attacking her with Ho-Oh and Lugia, borrowed from the Masked Man. After the Masked Man's defeat, Will and Karen are approached by Bruno and Koga, who offer to form the new Johto Elite Four — all four having been members of criminal organizations, seeking legitimate purpose.
