Professor Elm specializes in Pokémon breeding and egg research — making him the perfect professor for this arc's 'Hatcher' protagonist. He keeps the three Johto starters (Cyndaquil, Totodile, Chikorita) in his lab. When Silver breaks in and steals Totodile, Elm is devastated but gives Gold the remaining Cyndaquil to pursue the thief. Elm is less of a field researcher than Oak — he stays in his lab, obsesses over data, and relies on trainers like Gold to gather practical experience. His contribution to the arc is the starting incident: without the theft, Gold never leaves New Bark Town.
