Neo Team Rocket is Giovanni's Team Rocket reorganized under the Masked Man's command. While Giovanni is absent searching for his son Silver, the Masked Man seizes control and redirects the organization toward his true goal: capturing Celebi. Carl and Sham serve as executives, Will and Karen operate as Elite Four plants, and the grunt forces carry out operations across Johto. The irony is complete: Giovanni's criminal empire, built for power and profit, is being used by a Gym Leader to chase a personal tragedy. The organization's forces attack the Tin Tower, siege the Indigo Plateau, and guard the Ilex Forest Shrine — all so one old man can try to undo an avalanche.
The black uniforms with the red R remain, but the organization operates differently under the Masked Man. Less about profit, more about singular purpose. The grunts don't know what they're really working toward — only the inner circle understands the true goal.
