Giovanni's role in the GSC arc is largely in absentia — he is the ghost that haunts Silver's story. As the former boss of Team Rocket, his organization has been rebuilt by the Masked Man as Neo Team Rocket, operating under new leadership without Giovanni's knowledge or consent. Silver is Giovanni's son, though Silver doesn't know this during the GSC arc. Giovanni himself is searching for his missing child — the irony being that father and son are both hunting Team Rocket from different angles, for different reasons, without knowing they share blood. The revelation of their relationship comes in the later FireRed & LeafGreen arc, recontextualizing Silver's entire journey.
A commanding man in a dark suit, sharp features, slicked-back dark hair, and cold calculating eyes. The presence of someone who built a criminal empire through intelligence and ruthlessness. Even diminished, even searching, he carries authority like a weapon.
