A Suicune-obsessed researcher who spends the entire arc chasing a legendary beast that keeps choosing someone else — devoted, dramatic, and perpetually almost-there.
Eusine has dedicated his life to finding and bonding with Suicune. He meets Crystal and immediately considers her a rival when he learns they share the same goal. Despite his flair for the dramatic and his questionable tactics — he tricks farmhands at Moomoo Farm and fights the Team Rocket Elite Trio alone to obtain the Clear Bell — Eusine's devotion is genuine. He obtains the Clear Bell needed to access the Tin Tower, but arrives too late to encounter Suicune there. When Suicune ultimately chooses Crystal as its partner for the final battle, Eusine is devastated but channels his disappointment into confidence: 'Suicune will choose him one day.' His arc is tragicomic — the man who wanted it most didn't get it, and handled the rejection with surprising grace.
