Carl was kidnapped by the Masked Man as a child and remained loyal, becoming a Neo Team Rocket executive alongside Sham. He caused the earthquake that destroyed Ecruteak City and sank the Tin Tower using his Piloswine — one of the arc's most devastating acts of destruction. At Indigo Plateau, he and Sham confront Gold and Crystal in the control room, but are revealed to be decoys. Carl's team includes Piloswine, Magcargo, and three Houndoom.
