Giovanni wanted his son. Silver was taken from him as a child, and every scheme in this arc -- the gems, the airship, the assault on the Sevii Islands -- is ultimately a father's attempt to find his child using the only tools he knows: power, control, and violence. He captures Deoxys on Birth Island by breaking its Delta Shield. He restrains Mewtwo in the M2 Bind. He fights Red on his own airship. And when Carr betrays him and the ship starts to burn, Silver carries him out. Giovanni holds his son to shield him from the flames. It is the only gentle thing he does in the entire arc. His Nidoking and Beedrill are his primary Pokemon. He fights with the precision of a former Gym Leader and the ruthlessness of a crime lord.
