The treacherous Beast -- a Steel-type specialist who served Giovanni loyally until he realized the Boss was searching for an heir, not a successor, and decided to burn everything down.
Carr is ambitious, volatile, and completely without loyalty. He joined the Beast Trio believing he was being groomed to lead Team Rocket. When he discovered that Giovanni's real mission was finding Silver -- his biological son and true heir -- Carr's ambition curdled into rage. He attacked Five Island with his Steelix, planted eleven Forretress throughout the Team Rocket airship as living bombs, and tried to crash the vessel into Vermilion City with everyone aboard. His plan was simple: kill Giovanni, kill Silver, kill the Pokedex holders, and claim Team Rocket for himself. Red stopped him by defeating all ten Forretress before they could detonate. Carr escaped on his Skarmory. He is the only member of the Beast Trio whose defeat was physical rather than ideological -- he was outfought, not persuaded. He also built R, the AI computer system that controlled Trainer Tower's defenses.
A wiry, sharp-faced man with an unsettling grin that widens when he's planning something destructive. Wears the Team Rocket admin uniform with a manic energy that makes him look like he's always about to do something terrible. His body language is restless, coiled, performative.
