Bill is not a fighter. He is the person fighters call when their technology breaks. In this arc, he traveled to One Island to help his friend Celio repair the Network Machine -- the system that connects Kanto's PC storage to the wider world. While Red and Blue trained with Ultima, Bill stayed behind on One Island, watching over an unconscious Green and working with Celio, Lanette, and Brigette to crack Deoxys's biological secrets. Their research revealed how the Ruby and Sapphire gems enabled Deoxys's forme changes, providing critical intelligence for the final battle. He retrieved the Ruby and Sapphire items from the Rocket Warehouse on Five Island. He is consistently the smartest person in any room that does not contain Professor Oak.
