The Cruise Ship of Pride is the most overtly political Palace — Shido's distortion is simply his publicly stated ambition made literal. He believes Japan is his ship to steer, its people passengers at his courtesy. Tokyo is underwater because he sank it; the ship floats because he permits it. The Phantom Thieves fight through his political machine — each floor guarded by cognitive versions of the politicians and business leaders who prop Shido up. The Treasure is a helm wheel: absolute control. Akechi's arc reaches its first climax here — the confrontation with his father who doesn't remember his own son.
