The Casino of Envy isn't built from greed — it's built from professional despair. Sae has been working in a legal system she knows is rigged for years, advancing by playing the rigged game rather than fighting it. Her Palace is the materialization of that compromise: a casino where she's both the house and the most skilled player, endlessly winning and getting nothing real from it. The Phantom Thieves enter here with Joker already captured — the heist is retrospective, recounted under interrogation. It's the only palace visited twice: once during the theft, once in memory. Makoto confronting her sister's distorted cognition of justice is the emotional core of this palace.

Appearance

A palatial casino complex of red velvet and gold filigree. Roulette tables, slot machines, card games — all staffed by Shadow dealers in black. Sae's likeness appears on chips and oversized card backs. The vault is a courtroom at the heart of the building. Security escalates from gambling floor to penthouse.
