He ordered Wakaba Isshiki's murder to steal her cognitive psience research. He weaponized his illegitimate son Akechi as a hitman for mental shutdowns. He's not a ranting villain — he's a calm, calculating power broker who genuinely believes he's the best thing that could happen to Japan. His conspiracy reaches into the police, the judiciary, the media, and the corporate world. Taking him down requires the Phantom Thieves to dismantle his support network one Palace at a time.

Imposing and bald with a prominent brow and the posture of absolute authority. Wears dark suits and sunglasses. His face is on campaign posters across Tokyo.
