Sargent Ave Hall houses Aware individuals — humans who perceive the supernatural without being practitioners. Each resident has a specific Aware subtype: Clem is a Gilded Lily (attracts magical items), Kevin Noone is an Evil Eye (causes misfortune), Ted Havens is a Worold (survived time loops), Sharon Grigg is a Skeptic (dampens Practice nearby). Bristow manages them through reduced-rent arrangements that are technically voluntary and practically coercive. The hall represents institutional exploitation of the supernatural underclass — people who can see the magical world but can't participate in it on equal terms, managed by someone who views their perception as a resource to be extracted.
A residential building managed as affordable housing — on the surface, a reasonable arrangement. Below the surface, a system designed to extract magical utility from Aware individuals whose supernatural perception makes them useful and whose financial vulnerability makes them compliant.
